International advisor for the construction of public policies on knowledge generation and knowledge transfer to promote innovation and entrepreneurship, sustainable development, natural hazard risk reduction, and climate change adaptability. Invited evaluator by EU since 2011.

Research Scientist with expertise in Artificial Intelligence, Big Data, Data Science, Signal Processing, Acoustics, Geophysics and Climate Modeling. Author of the new geophysical theory of asthenosphere-lithosphere-ocean-atmosphere coupling, explaining the ENSO dynamics with fundamental implications in the global climate variability.
